He says that King filled the chair with incompetent people so that he could "bamboozle them with his ranting, non-sensical oratory". Dr. Forsey comments that King exploited French Canadian nationalism. He says that "in Quebec, King's men told Quebecers that if the Conservatives got into power, their sons would be sent overseas to serve in war; at the same time King would sing praises of national unity to the rest of Canada".~Forsey accuses King of subverting the Canadian Constitution by appointing an order in council to deal with wage and price controls during the war, rather than putting it before parliament.
