He talks about: the demise of the Republic of Czechoslovakia; the dangerous conditions in Finland, Greece and Italy; the risk of failing to act; and plans to counteract the Communist threat by means of the Economic Cooperation Administration and universal training legislation. He says that aggressors in the past have universally precipitated war. He also recommends the temporary re-enactment of selective service legislation for regular forces and compulsory universal military training.
