Report on Toronto millionaire's J.L Frankel's unsuccessful attempt to buy the Toronto abattoir. The authorities decided to sell it to a private enterprise. Bruce Marsh introduces the story. The footage shows: Frankel walking into the Toronto City Council chambres; Frankel harassing a council member; the council in session; Frankel walking across the floor and talking to a council member; Frankel shaking his head; and Frankel talking on the floor of the council. There is a clip of Councillor Newman protesting the constant interruptions by Frankel. <41s>~Report on the accusations made by Toronto millionaire J.L. Frankel during a session of the Toronto City Council as a result of the council's decision not to sell the Toronto abattoir to him. The footage shows: a security guard trying to usher Frankel from the council chambers; a clip of Frankel saying, "don't put your hand on me, sir"; Frankel handing out pieces of paper and warning the mayor to keep decorum; Frankel saying in the council chamber that he demands the right to have his side heard and that all members should resign because of their unfair conduct; and the mayor announcing that Frankel's bid has been rejected. Frankel tells the council members that "the public will judge you all and your nefarious methods, especially Controller Summerville, who has instigated the whole thing in favour of his own buddy to cause the city to lose millions of dollars as a result of his miscalculation". Summerville states, "I hope that this is taped on this television because I certainly intend to see my solicitor about the remarks". Frankel replies, "I will see my solicitor and you will be one of those that will be impeached for dereliction of your duty, for not taking the best interests of the City of Toronto first, but of one of your own buddies for political backscratching". He also calls Summerville a lush, that he can smell the liquor on his breath, and that he has done a good job of making private little deals. <3mn 39s>~Toronto Controller Summerville responds to charges by J.L. Frankel that he engineered a council decision to benefit a friend and is a drunk. There is a clip of him stating that he is upset by the accusations, that he is seeking legal advice and will speak to his lawyer about the charges of being drunk, and that everything about the abattoir decision was above board. <1mn 46s>~Interviews with other members of Toronto City Council in response to the clash between J.L. Frankel and Controller Summerville. Dennison disagrees that Summerville was drunk and thinks that the Chair has to rule with more authority. Newman says Frankel is his own worst enemy and that there is no foundation to the charges Frankel made of nefarious deals. Allen says steps should be taken to prevent such outbursts. Mayor Nathan Phillips says that Frankel did not have permission to address council. <3mn>~Report introduced by Bruce Marsh on a visit today by Field Marshal Viscount Montgomery to a school named after him in Hamilton. There is footage of Montgomery standing and speaking at the front of a classroom; Montgomery being given a hand-tiled plate; a pan of the children in a classroom; and another shot of Montgomery receiving the plate. <32s>
