On May 15, 1986, Prime Minister Brian Mulroney appointed Ontario High Court Judge William Parker to head an inquiry into Stevens' business dealings and whether he had violated federal conflict-of-interest guidelines. Public hearings began on July 14, 1986 and ended on February 25, 1987. Parker submitted his report to the federal government on November 25, 1987.
