This sub-series consists of records created and maintained by the Treasury Board as a Committee of Cabinet.

The sub-series constitutes records that come close to true summary minutes of meetings. The entries are arranged by meeting date and the document for each date includes the following elements: 1. Persons in attendance annotated as to who actually attended, 2. "Tentative schedules" 3. Proposed agenda followed by a list of orders in council to be pre-authorized by Treasury Board and outlined in columns as follows: a. Treasury Board decision number and department making the submission, b. proposal in point form summary of main elements, c. estimated cost if approved, d. tab reference [now irrelevant], e. number of weeks on agenda (but rarely entered and the entire column is not always included for a given meeting date. This subseries is annotated to record actual times of meetings, Ministers who attended and other attendees at the meeting, including senior TBS officers. The records were clearly composed as true summary minutes of what actually transpired at meetings and for the period January 1981 to early 1988, this is the most authoritative record of Treasury Board committee activity. The entries for the years 1983-1988 appear to be particularly complete and consistent in content. There was a second parallel working Agendas Binders series maintained at the same time (but still in the custody of Treasury Board as of 2006). These "Minutes Binders" appear to have been discontinued shortly after changes in procedure in 1988 enhanced the "Agenda Binders" to incorporate the details previously codified more systematically in the Minutes Binders.
