Garbett discusses British war aims and the change in emphasis as time went by (the protection of Europe, the fight for survival, the liberation of occupied countries). He also states that social reforms in England can not be carried out without greater international order and security and discusses failure of League of Nations. Garbett says, "I am certain that in an imperfect world you can't have peace, unless you have force, or force is ready to oppress the aggressor".~The Primate of Canada, the Most Reverend D.T.
