The records consist of bound account books and entry books several of which contain indexes.

The following is a brief description of the account books and entry books. There is an account book of the commissioners with an index at the beginning, 1780-1784, volume 1, 177 pages; account book of the commissioners entitled, 'Sundry Persons Debtors for Freights over the Upper Lakes', 1786-1792, volume 2, 52 folios; account book of the commissioners entitled 'Freight Book for 1785 & 1786', volume 3, 94 pages; account book of the commissioners continuing the freight book from 1786 (many pages are blank) with a list of debtors prefacing the volume, 1786-1792, volume 4, 142 folios; and an entrybook of correspondence of the commissioners of freight with an index at the beginning, 1788-1794, 44 pages.

Quebec (Province). Commissioners of Freight : The Commissioners of Freight were appointed under authority of the Act 28 Geo. III, cap. 2, 'An Act or Ordinance for the easy settlement and recovery of the Crown debts incurred on commercial transportation over the interior Lakes' during the period of the American Revolutionary War. Although the Commissioners were not appointed until 1788, the records they accumulated date back to 1780 and the settlement of the debts was not cleared until 1794. The Commissioners were Isaac W. Clarke, Lewis Genevay, Arthur Davidson and William D. Powell.

For a list of debts and some correspondence see the Submissions to the Executive Council of the Province of Lower Canada relating to the Audit of Provincial Public Accounts series, vols. 29 and 45, in the Executive Council Office of the Province of Lower Canada fonds.
