The series consists of records documenting Otto Lang's activities as Minister of Manpower and Immigration from 24 September 1970 to 27 January 1972. His work impacted on the following issues: Local Initiatives Programs (LIP); Training on the Job Program (TOJ); Department of Regional Economic Expansion (DREE) designation and grants for many new industries; Western Headquarters of DREE; Protein-Oil-Starch Pilot Plant; and the Passport offices.

The six sub-series are: Minister's Operational and Policy Development Files; Briefing Notes and Memoranda; Operational Files, Secret; Case Files, Secret; Newspaper Clippings; and Speeches, Statements and Interviews.
