Series documents Donald Macdonald's work as Minister of Finance from September 1975 until he resigned from the Cabinet in September 1977. His continued interest in Toronto issues is clearly revealed through three sub-series: Toronto Project Sub-series, Minister of Finance Correspondence Sub-series, and a briefing Books Sub-series. Macdonald retained at least five boxes of his records as Minister of Finance, when he left office; only about twenty of those files are now in the "Retained Political Papers Series" (vols 311-322).
