Newsreel footage of the signing of an agreement between Canada and France. Canada has agreed to give France a $242,500,000 credit to buy Canadian products and to help France's postwar reconstruction. The agreement was signed in Ottawa in the office of J.L. Ilsley, Minster of Finance. The credit bears interest at three percent and is repayable in 30 annual installments, commencing at the end of 1947 and running until the end of 1976. The footage shows: close-up of Ilsley, who signs the agreement for Canada; Count Jean de Hauteclocque, close-up of French Ambassador to Canada, who signs on behalf of the French government; Isley and the French Ambassador shaking hands; the French Ambassador shaking hands with Dr. W.C. Clark, Deputy Minister of Finance; group shot of Isley, the French Ambassador, members of the Finance Department and members of the French Embassy; more shots of Ilsley and de Hauteclocque signing documents; Isley and de Hauteclocque shaking hands; de Hauteclocque conferring with an aide; and the party leaving Isley's office.
