Cette série comprend les documents de l'Organisation des mesures d'urgence ainsi que son successeur, Planification d'urgence Canada, maintenus dans les dossiers par sujet localisés dans le registre central créé peu après la création de l'OMU en 1957.
Ensemble, ces documents témoignent des activités de l'Organisation des mesures d'urgence et des institutions qui l'ont suivi de façon «verticale» et «horizontale». Il faut dire que certains dossiers ont un contenu lié à des activités effectuées à tous les niveaux de l'organisation, allant du directeur général jusqu'aux directeurs régionaux; les rubriques de dossiers dont les dossiers dévoilent la mise en oeuvre des programmes fondamentaux de l'organisme dans chaque province ou dans plusieurs municipalités. Cependant, le chercheur devrait être conscient que lorsqu'un programme était d'une nature telle que sa mise en oeuvre ne changeait pas de façon importante de province en province, seulement une portion représentative des dossiers relatifs au programme était conservée par les Archives.
Les documents de cette série comprennent des correspondances, des rapports, des publications, des manuels et des formulaires à propos de sujets comme les ententes gouvernementales, l'élaboration des politiques, la planification de la communication, les installations fédérales d'urgence, la coordination internationale, la planification de la survie, le matériel de défense, l'indemnisation des accidentés du travail, les programmes d'instruction et la formation, la planification de l'information, la planification d'exercice, les plans civils d'urgence de l'OTAN, les calamités susceptibles de se produire en temps de paix et le programme d'aide financière.
La série comprend 36 reliures d'un sondage effectué dans la vallée de l'Outaouais sur la planification des mesures d'urgence. Chaque reliure est rattachée à une ville de l'est de l'Ontario ou de l'ouest du Québec. Elles comprennent une description brève de la ville, un formulaire de sondage à des fins de distribution, les entreprises communautaires et manufacturières, un formulaire de sondage en matière d'installations, des formulaires de sondages avec des photographies et des diagrammes pour les bâtiments adaptés aux urgences et les plans de la ville qui montrent l'utilisation des terres, les routes, la topographie et les bâtiments créés par la Direction de la géographie du ministère des Mines et des Services techniques. Le «Geographical survey of available space for civil defence uses in the vicinity of Ottawa» fait également partie d'une des reliures, ainsi qu'un dossier contenant des documents intitulés «Engineering survey of Ottawa» et «Urban physical characteristics (population survey) Ottawa».
