This fonds primarily documents Léo Duguay's time as Chief of Staff for the Rt. Hon. Joe Clark, Secretary of State for External Affairs, a position he held between 1988 and 1990. In this capacity Duguay was responsible not only for the management of the minister's office, but was also the senior policy advisor and political strategist. The fonds consists of three series.

The fonds also contains portraits of Léo Duguay taken before and during his political career as a member of Parliament for the Progressive Conservative Party.

Duguay, Léo, 1944- : Léo Duguay was born in St.Boniface, Manitoba, on March 13, 1944. Educated at a local high school, Duguay subsequently attended the University of Manitoba where he earned a Bachelor of Science degree in 1968, and a Bachelor of Education Administration degree in 1971. From 1966 to 1984 Duguay was employed by the St.Boniface School Division, serving in various capacities as a teacher, department head, vice-principal and principal. In addition, Duguay was active in teachers' professional organizations, and was elected President of the Canadian Teachers Federation in 1978. Duguay was elected to the House of Commons for the bilingual community of St.Boniface in 1984, a position he held until 1988. As a member of the Progressive Conservative Caucus, he was appointed Assistant Whip and was also the Manitoba Caucus Chairman. Defeated in the election of November 1988, Duguay was subsequently appointed Chief of Staff for the Right Honourable Joe Clark, Secretary of State for External Affairs. He held this position until June 1990.
