This accession consists of textual operational records created and/or maintained by the Manitoba Regional Office, Clandeboye Agency, Norway House Agency, Nelson River Agency and the Dauphin Agency of the Department of Indian and Northern Affairs between 1942-1985. The files are grouped by originating office and are arranged according to the department's old modified duplex numeric system. Subjects covered by these operational files include but are not limited to the following: Budget and Decision (B&D) reconciliation records, Band Membership registers, Individual Case Files and Vital Statistics (Births, Deaths, Marriages). All B&D's originate from the Manitoba Regional Office and are arranged by band number, from Little Black River (260) to Indian Birch (324) and therein chronologically by year. Some of the Band Membership registers contain birth date information on band members dating back to 1860. The Vital Statistics records originated from the Island Lake, Norway House, Clandeboye, Portage La Prairie, Fisher River, Nelson River, Dauphin and The Pas Agencies.
Dates recorded by the department on the covers of Band Membership registers suggest they go back as early as 1860, but this is misleading. Rather, these early dates refer to the birth date information for some of the elderly band members living at the time when the band birth date information was collected by Indian and Northern Affairs agency officials. It is not known exactly when these membership registers were started, but they appear to have been used predominantly from the 1950s and 1960s on an on-going basis by agency officers before being sent to the Regional Office in Winnipeg. The Budget and Decision (B&D) records, transferred under authority 88/003, consist primarily of information written on pre-printed forms which presumably were entered into some kind of automated system. This hardcopy record is very routine, and does not significantly add to an understanding of the programs, services and related activities of Indian and Northern Affairs. This archivist recommends that they should be identified for destruction in a new authority.
