Technical Service Council : The Technical Service Council (TSC) was Canada's largest and most experienced placement service for scientists, engineers and other professionals. It was devoted to retaining Canadians with specialized and technical training in Canada. It was founded in 1927 as a Toronto-based organization when there was much concern about university engineering and science graduates being unable to find employment in their field and eventually going to the United States. In spite of the Depression, the demand for TSC's services continued to grow and in 1938 it added executives, marketing and production specialists and accountants to its client base. During World War II, the TSC was the only placement service allowed to continue its work. Officials from Defence Industries Limited even worked at TSC, directing engineers to war work. The first TSC office outside of Toronto was established in Montreal in 1962. By the 1980s the TSC had seven branch offices across Canada. It specialized in the placement of engineers, scientists, executives, accountants, personnel staff, data-processors and technologists. It was financed by over 800 member organizations, and about 1,700 firms and institutions used the TSC for recruiting. Starting in 1970 employers used the TSC to aid laid-off senior or professional staff in job-hunting. The following year it created an executive division which eventually became Bryce, Haultain & Associates. As a public service, the TSC spent 00,000 researching and publishing studies on the supply of and demand for professionals in Canada, the impact of technological change on various jobs, labour market studies and salary surveys. The TSC was also consulted by universities, colleges and governments on curriculum needs. It conducted overseas and university recruiting for industries, and counselled the Ontario government on the qualifications of prospective immigrants. In the early 1990s severe managerial problems and severe competition from private sector placement agencies caused the TSC to go bankrupt in 1994.
