Sub-series consists of early registry files arranged according to an alpha-numeric system. In 1959 through Order in Council P.C. 1959-656, many of the former responsibilities of the Civil Defence Division of the Department of National Health and Welfare were transferred to the EMO. Although files from the Civil Defence Division were used for reference purposes by the EMO, these files were not expanded by the agency. They formed part of a separate registry system and have been maintained as such in Department of National Health and Welfare fonds, see Civil Defence Co-ordinator sub-series (MIKAN 193542, R227-31-6-E, RG29-1, RG29-4).

Two subjects are documented in the early alpha-numeric files: NATO civil defence planning and the Financial Assistance Programme. Such files have the prefixes N and F, and cover the period from the early 1950s to approximately 1960.
