Canada. Dept. of National Health and Welfare. Blindness Control Division : In 1937 the Old Age Pensions Act was amended to provide payment of pensions to blind persons forty years of age and over. At this time the Old Age Pensions Act was administered by the Department of Finance. On 1 November 1954 the administration of this Act was transferred to the Department of National Health and Welfare (P.C. 5942). The Blindness Control Division was established on 29 December 1945 (P.C. 186/7500). On 1 May 1947 the age limit for Blind Pensions was lowered from forty years to twenty-one years of age. The division acted as a selection board for blind pensions purposes; as advisor to the Deputy Minister of Welfare on medical aspects of pensions to the blind; to devised such controls for the provinces; such care and treatment of blindness as was possible; prepare records of the blind and causes; to arrange examination of applicants and pensioners in Canada; to ensure smooth and efficient operation of the Act; and prepare pamphlets on blindness and give advice to provincial health departments concerning methods of extending their health services to preserve vision.
