Unlike the majority of the records in this fonds, which have been transferred to National Archives custody from the Office of the Governor General of Canada, the records in this sub-sub-series originally formed part of a large collection of records accumulated by the Secretary of State and received at the National Archives in 1906 from that office. Unfortunately, little is known as to how these records came to be in the custody of the Secretary of State.

The records in this sub-sub-series were initially arranged by the National Archives as part of the records acquired from the Secretary of State (records which the National Archives designated at that time as the "S" Series). The largest single group of records making up the original "S" Series are those of the Civil and Provincial Secretary of Lower Canada and Quebec (found today in RG 4, A1). However, the records of several other offices were included initially within the original "S" Series. At some point, examination revealed that several errors had been committed in the arrangement given to the "S" Series and records which had been assigned to it were moved into other fonds. In that process, it was determined that the letter books of despatches which form the present sub-sub-series properly belong with the records of the Office of the Governor General.
