In September 1939, the Department of Munitions and supply was established with responsibility for the allocation and control of raw materials and services, the conversion of industry to wartime production, the establishment of new industries and ensuring fair prices to meet the demands of war. In December 1945, the Department was merged with the Department of Reconstruction to create the Department of Reconstruction and Supply. The Minister of the Department of Munitions and Supply, CD Howe, was named the sole shareholder of Eldorado Gold Mines Limited by PC 535, 28 January 1944. Eldorado reported to Parliament through the Department of Munitions and Supply until 1944.

Sub-series consists of two files from the Department of Munitions and Supply related to the initial purchase agreement for Eldorado Mining and Refining Limited and the special account established with the Royal Bank of Canada for Eldorado.
