This is a preliminary record, please consult the linked accessions. Sub-series consists of records relating to the administration of the Canadian Ownership and Control Determination (COCD) Program. Since Canadian ownership, control determination and petroleum incentives are sub-activities of the Petroleum Ownership, Control and Incentives activity under the Energy Program, the subject file classification system has assigned the prefix PN for this sub-activity. Within this file classification system, COCD and PIP have created files whereby primary and secondary file numbers may be identical, but the information contained in record office is separate and distinct. Each record office uses the PN0 block for information relating to the general administration of the PIA. PN3 and PN4 blocks are reserved for the programme activities of the COCD. It should be noted that selected primaries reserved for COCD operations are used as well in the PIP record office.

Canadian Ownership and Control Determination Program : The Canadian Ownership and Control Determination (COCD) Program was created in 1982 as part of the National Energy Program (NEP) package. Administered by the Petroleum Incentives Administration (PIA), COCD was the front end of a program providing variable rate of cash incentives to Canadian-owned and Canadian-controlled enterprises for eligible costs incurred for exploration or development of oil and gas reserves in Canada, particularly in the frontier regions. The Petroleum Incentives Program (PIP) operated as the back-end portion. COCD determined the level of incentives that were to be provided to the company. The rate of reimbursement was based on a formula derived from certificates issued by COCD, the Canadian Ownership Rate (COR) and Control Status (CS). The certificates provided levels of incentives based upon the applicants control status and Canadian ownership rate, the location of the exploration activity, and the year in which the activity took place (Energy, Mines and Resources Canada, Petroleum Incentives Administration Report, 1 January 1981 to 31 December 1983, p. 9.). Incentive payments offered under the Petroleum Incentives Program (PIP) required a Canadian Ownership Rate (COR) and a Control Status (CS) certificate to qualify for reimbursement. The certificates documented "whether the company, person, or entity applying for the certificate was Canadian owned and the extent to which they were beneficially Canadian owned."
