This is a preliminary record, please consult the linked accession. Sub-series consists of records relating to the Royal Commission on Energy retained by an advisor to the Commission, Mr. Ralph Toombs, Energy Policy Sector, Energy, Mines and Resources Canada.

The Borden Commission was established by Order-in-Council P.C. 1957-1386 on 15 October 1957. The mandate, as stated in the legislation, was to recommend "policies which will best serve the national interest in relation to the export of energy and sources of energy from Canada". The records consist of briefs and submissions presented by various interest groups at hearings held in Calgary, Regina, Victoria, Winnipeg, Toronto and Montreal. A "Summary of Transcript" serves as an index to the transcripts of proceedings. Also included are Commission Staff working papers, consultants' reports and the two official commission reports.
