Canada. Commission of Conservation. Office of the Chief Forester : The Commission of Conservation was established on 19 May 1909 by an act of Parliament (8-9 Edw. VII, c. 27) to promote the economic use of Canada's natural resources. The Commission was given no executive or administrative powers; its function was purely advisory, its duty to collect and disseminate information on natural resources and make recommendations to Parliament for their more efficient development and conservation. The Chairman of the Commission was Clifford Sifton, and James White was its Secretary. One of the seven committees established by the Commission dealt with forests and involved work establishing an effective system of fire protection along the lines of federally chartered railways as well as conducting forest surveys and inventories of the forest resources of Canada (P.C. 1831, 3 September 1909; Commission of Conservation, Annual Report 1917). Clyde Leavitt held the position of Chief Forester, Commission of Conservation. The Forestry Branch absorbed the forestry functions of the Commission of Conservation, which was disbanded in 1921. Custodial history:

Clyde Leavitt was also on the staff of the Fire Inspection Department, Board of Railway Commissioners. This may explain why Board file jackets were used for the files. With the abolition of the Commission of Conservation in 1921, it would appear that these files dealing with the forest resources of Canada and their administration were transferred to the Forestry Branch in accordance with Order in Council P.C. 2550, 20 July 1921.
