Interview by Jim Green of J. V. Clyne, a specialist in maritme law and former chairman of the Canadian Maritime Commission under the Canadian Maritime Act of 1947, a commission charged with overseeing the sale of government-owned ships to Canadian companies and with maintaining adequate shipbuilding facilities for the nation. Clyne, who was also president of the Park Steamship Company, the government-owned shipping company, discusses the mandate of the commission and the reasons why the federal government wanted to divest itself of its merchant fleet. He talks about the high cost of operating ships and the conditions of sale for the fleet. Other topics include: the lack of Canadian merchant ships at the debut of World War II; the Canadian government's vigorous shipbuilding program during the war; the effect of the 1949 Canadian Seamen's Union strike on escalating operating costs; and Clyne's view that the costs of federal shipping subsidies would not be offset by employment and other spinoff benefits from a national merchant marine.
