Hill, Rowland, Sir, 1795-1879 : Sir Rowland Hill, postal reformer, educator, inventor, began his career in education at his school in Hazlewood in Birmingham, publishing, in 1822, Plans for the government and education of boys in large numbers. He retired from education in 1833, invented a rotary printing press, and became a leading figure in postal reform. One of his greatest innovations in the latter area were inexpensive, prepaid, adhesive postage stamps, adopted in 1839. The introduction of such stamps increased the revenue of the official postal system, as it increased traffic in this system, and their use would spread to other Western countries over the following few decades.
