Programme Canada au travail : Le Programme Canada au travail a remplacé le Programme d'initiatives locales (PIL) en 1977-78. Comme le PIL, ce programme était conçu pour offrir des emplois productifs d'une durée déterminée à des chômeurs, pour aider à stabiliser le marché du travail et réagir aux déplacements d'employés. Ce programme donna la priorité aux activités encourageant la relance économique, amenant une hausse continue d'emplois et contribuant à l'amélioration des biens et des services dans une collectivité. Les particuliers pouvaient présenter des propositions de projets qui se devaient de générer une hausse d'emploi, en raison d'un minimum de trois emplois par projet pour un minimum de trois semaines. Le programme Canada au travail englobait le Programme de relance de l'aide à l'emploi (RELAIS) et le Régime d'assurance-chômage/Programme de création d'emplois, de même que quelques programmes antérieurs.
Un volet " Action en cas d'urgence " fut ajouté au programme Canada au travail en vue d'offrir du financement hors des limites de temps normales pour les demandes d'application entourant les projets qui aideraient les employés ayant perdus leur emploi pour des raisons inhabituelles (catastrophes naturelles, fermeture imprévue d'une usine importante, etc.). En 1978-79, on ajouta un volet " Croissance économique ", qui a permis aux ministères et organismes fédéraux de présenter des propositions de création d'emplois à un comité interministériel qui a fournit des renseignements au ministre de l'Emploi et de l'Immigration qui, en retour, a fait une recommandation au Conseil du Trésor. En 1979, un autre volet spécial portant sur l'utilisation subsidiaire du financement de Canada au travail fut ajouté au programme, ce qui a permis à Emploi et Immigration Canada de participer à des ententes de financement de quatre ans avec les provinces afin de créer de l'emploi dans des secteurs relevant de la compétence provinciale. En avril, le ministère de l'Expansion économique régionale fut chargé de ce volet.
Canada au travail fut remplacé par le Programme de développement des collectivités en 1980, qui repris le même mandat, soit créer des emplois productifs d'une durée déterminée pour les chômeurs, aider à stabiliser le marché du travail et réagir aux déplacements d'employés. Canada au travail fut greffé à Développement de l'emploi, une composante de la Planification de l'emploi, en 1985-86.
