Sub-series consists of research papers, submissions and correspondence from Dr. Robert D. Howland's own office filing system and, despite the few items concerning statistics from the early years of the century, largely relates to the mid and late 1950's. Most of the records are submissions or exhibits by various oil and gas companies concerning energy matters. There are also a significant number of submissions to the Royal Commission on Energy (Borden Commission) of 1958, as well as 60 volumes of the Commission's hearings (RG 99, Vols. 87-92). There are also many valuable background research papers prepared for the Commission on social and economic conditions in all areas of Canada (Vols. 93-102).

Howland, Robert D : Dr. Robert D. Howland was the first Vice-Chairman of the National Energy Board from 1959 to 1967. When Ian N. McKinnon, Chairman of the Board since its inception, retired 1 July 1968, Dr. Howland was appointed in his place. He remained Chairman until his own retirement in 1973 when he was replaced by Mr. Marshall A. Crowe.
