All-Canadian Congress of Labour : The All-Canadian Congress of Labour (ACCL) was established in 1927 with the merger of the Canadian Federation of Labour, the Canadian Brotherhood of Railway Employees, and other unions. Originally called National Trades and Labor Congress of Canada (1903-1908), the Canadian Federation of Labour (as it was known from 1908 to 1927) grew out of the expulsion of the Knights of Labor from the Trades and Labor Congress of Canada in 1902. Its goal was to bring together all national unions in the country. Its membership remained small and the federation was poorly funded. The ACCL, with its Canadian Brotherhood of Railway Employees affiliate, was better financed that its predecessor and took a more active role in organizing workers. In theory, the ACCL encouraged industrial unionism, and it did charter a number of short-lived locals. The ACCL also concentrated its efforts on legislative reform, education, and its official publication, "The Canadian Unionist". The ACCL was directed between conventions by a seven member Executive Board, with A.R. Mosher of the CBRE as President. W.T. Burford, from the Electrical Communications Workers, served as full-time Secretary and editor of the "The Canadian Unionist". In 1940, the ACCL merged with the Canadian affiliates of the American Congress of Industrial Organizations (CIO) to form a new industrial-union federation, the Canadian Congress of Labour.

Arrangement note:

While the ACCL sous-fonds contains only a few distinct series of ACCL records, there are more extensive files available within the Canadian Congress of Labour (CCL) sous-fonds, especially for directly chartered locals and local labour councils. With the merger of the ACCL and the CCL in 1940, most of the ACCL filing systems were simply continued without change. Files predating 1940 in CCL series often pertain to the ACCL.
