Series consists of Gillespie's records as Minister of State for Science and Technology (MOSST). Gillespie was the first Minister of MOSST, 12 August 1971 to 26 November 1972, and as first Minister he set up the Ministry. The new Ministry's mandate was to formulate science and technology policy, foster scientific research and development in the private sector, encourage the growth of Canadian industries capable of supporting research and development, and co-ordinate government science and technology programmes and activities. He was Minister again 24 November 1978 to 3 June 1979. These records seem institutional and routine; Gillespie's personal MOSST records are in the 'T' files series, including records of the MOSST startup in volumes 25 and 26.
