Canadian Surface Transportation Administration. Crow's Nest Pass Rate Task Force : The Crow's Nest Rate Task Force was established as a follow-up to the Gilson Report (Western Grain Transportation: Report on Consultations and Recommendations, 1982), which forwarded to the Minister of Transport a framework for a new and comprehensive approach to the western grain transportation system. One of its principal recommendations, however, was to appoint a task force to "review the existing rate structure and its anomalies" before a new rate was established by statute. Mr. Nick Mulder, then Deputy Administrator, Canadian Surface Transport Administration (Transport Canada), was the Chairman, Steering Committee on Western Grain Transportation (Crows' Task Force).
