Canadian Coast Guard. Polar 8 Icebreaker Project Office : In 1983 the first designs were made by the Polar 8 Icebreaker Project Office to construct an icebreaker for the Canadian Coast Guard. Letters of intent were signed in 1987; however, in 1990 the project was cancelled due to increases in the estimated costs and "changes in the international environment."
