Each cached cover bears one example of the Canada 36ý "Parliament" stamp from the 1982-1987 definitive series of postage stamps, issued 30-03-1987, which are tied by a single strike of the National Postal Museum commemorative postmark used to publicize "Capex "87" and to commemorate "The Centennial of Organized Philately in Canada, 1887-1987". Two of the covers also bear the autographed signatures of the three guest speakers, Mr. Allan L. Steinhart of Toronto, Mr. Ralph D. Mitchener of Ottawa, and Senator Henry D. Hicks of Halifax..
The seminar and reception, sponsored by both Canada Post Corporation and the National Postal Museum, were held at the Federal Study Centre in Ottawa, on 1 May 1987..
