La sous-série se compose de documents du système de gestion connu à titre de troisième système central de gestion de dossiers (bloc 5000). Les documents contiennent les dossiers-matière de base de l'administration centrale de l'immigration à Ottawa, qui étaient actifs entre 1966 jusqu'à environ 1977. Ce système de documents est venu remplacer le deuxième système central de gestion de dossiers (bloc 500) le 1er avril 1966 et a été remplacé par le quatrième système central de gestion de dossiers (bloc 8000) vers 1977, même si les documents ont continué d'être ajoutés aux anciens dossiers jusqu'en 1979. Le bloc 5000 contient ainsi des documents sur la majeure partie des activités de la Division de l'immigration du ministère de la Main-d'oeuvre et de l'Immigration, du temps de sa création en 1966, jusqu'à son remplacement, en 1976-1977, par le Groupe de la politique relative à l'immigration et à la population de la nouvelle Commission canadienne de l'emploi et de l'immigration. Il y existe également un petit nombre de documents plus anciens de systèmes de classement précédents, spécialement du deuxième système central de gestion de dossiers (bloc 500).
Les sujets traités rejoignent ceux du deuxième système central de gestion de dossiers. Il est ici question du droit de l'immigration, de la politique et de procédures à la fois générales et dans des domaine spécifiques; de l'organisation et l'administration de la Division, ses bureaux locaux canadiens, et jusqu'à une certaine limite, ses bureaux à l'étranger; de la relation avec les bureaux des gouvernements fédéral et provinciaux, gouvernements étrangers et organismes privés; des dossiers de référence sur l'histoire de l'immigration et des statistiques; et d'une variété de sujets connexes.
Aucun dossiers de cas individuels ne se trouvent dans les dossiers du bloc 5000 de l'administration centrale (même si des séries semblables créées dans les bureaux locaux canadiens contiennent des documents de cas). La plupart des dossiers-matière renferment, toutefois, des renseignements de moindre importance sur des cas spécifiques.
Les dossiers dans la série 5000 sont numérotés dans un système " duplex-numérique " qui inscrit les codes géographiques et les codes-matière. La première inscription est un code-matière général entre 5000-5999. La deuxième inscription dénote un sous-titre plus spécifique. Le troisième numéro et autres (si il y a) est soit une référence additionnelle aux sujets ou représente soit un emplacement géographique spécifique, un organisme ou un autre entité individuelle. La plupart des blocs sont des longues sous-séries mettant en lumière les activités des bureaux à l'étranger particuliers ou des États; leurs sous-numéros sont normalement attribués par ordre alphabétique de noms de bureaux, de villes ou de pays.
Le bloc 5000, à proprement dit, est divisé en deux parties pour des raisons de sécurité : la sous-sous-série des dossiers non classifiés (RG76-B-1-c-i) et la sous-sous-série des dossiers classifiés (RG76-B-1-c-ii). Les dossiers ou les parties des dossiers qui contiennent des documents jugés " confidentiels " et plus, ont été isolés par le Ministère pour être conservés séparément. Les diverses parties d'un même dossier peuvent avoir été séparées si certains dossiers comprenaient des documents classifiés et d'autres pas. Les chercheurs devraient alors consulter les deux sous-sous-séries pour toutes les parties d'un dossier donné.
