Series consists of records created and/or maintained by the Canada Manpower and Immigration Council, the predecessor to the Canada Employment and Immigration Advisory Council. The series includes minutes, reports, draft legislation, correspondence subject files and members case files relating to the activities of the Canada Manpower and Immigration Council and various boards and committees involved in the general subjects of employment and immigration. The subject files cover all aspects of departmental activities on which the Minister sought the board's advice. The member case files are arranged in alphabetical order.

Canada Manpower and Immigration Council : The Canada Manpower and Immigration Council was established on 21 December 1967 (16 Elizabeth II, Chapter 13) under the Honorable Jean Marchand to replace the National Employment Committee. The Council was comprised of a Chairman and up to 15 members appointed by the Minister for 3 years renewable terms. The role of the Council, as stipulated by the 1967 CEIC Act, is to advise the Minister "on all matters to which the duties, powers, and functions of the Minister extend". Meeting at least twice each year, this body was responsible for drawing up reports that dealt with national issues affecting the Canadian population in either the area of employment or immigration. The advisory Boards consisted of a chairman and up to 11 members reporting to the council. The following advisory boards: the Adult Occupational Training, Adjustment of Immigrants, Co-ordination of Rehabilitation Services for Disabled Persons and the Manpower and Immigration Boards were also formed under this Act and were responsible for assisting the Council in their advice to the Minister. Of these four boards originally established in the legislation, Immigration Research and Rehabilitation Services for Disabled Persons were phased out. The integration of the Department of Manpower and Immigration with the Unemployment Insurance Commission under the Employment and Immigration Reorganization Act in 1977 (S.C. 1976-77, C. 54) resulted in a name change from the Canada Manpower and Immigration Council to the Canada Employment and Immigration Advisory Council. Its structure and responsibilities, however, were not altered in any significant way.
