This file contains correspondence between the Department for External Affairs and the Department of Marine regarding maritime safety, regulations, and international agreements; correspondence from Canadian maritime stakeholders on various subjects discussed at the conference; memorandums sent to the Deputy Minister of Marine prior to the conference; an official report to the Minister of Marine from the Canadian delegation on conference proceedings, additional reports from the delegations of other nations; a copy of the 1929 "Report of the Committee appointed by the Board of Trade to advise on Load Lines of Merchant Ships..."; newspaper clippings following conference proceedings and the establishment of load line conventions.

Part 1 of this file also includes a photograph of a painting of Samuel Plimsoll painted by R. H. Campbell and includes a letter from the artist to Alexander Johnston.

The International Conference on Load Lines of Merchant Ships was held in London, England from May 20 to July 5, 1930. There were delegates from thirty maritime nations in attendance to discuss and recommend the provisions for a multilateral international agreement on load lines.

The Conference was called as the result of a 1929 report by the British Government on the assignment of load lines, which was circulated to other maritime nations and was the basis for discussion at the Conference. The conference was made up of seven committees, each of which had a Canadian representative. The committees were: Administration, Main Technical, Timber, Tankers, Zones, Special Types and Drafting.

The first International Convention on Load Lines was adopted in 1930 and came into force in 1932.

Deputy Minister of Marine Alexander Johnston was Canada's official delegate at the Conference. His technical advisors also in attendance were: Chas. F. M. Duguid, Chief Naval Architect and Frank McDonnell, Chairman of the Board of Steamship Inspection, both from the Department of Marine; Captain J. Gillies who was the London representative of the Canadian Pacific Steamships Limited and Captain H. E. Nedden who represented the Canadian National Steamships. This delegation was appointed under Order in Council, P.C. 903, 7th May 1930. The British delegate, Sir Henry F. Oliver, was elected as President of the Conference.
