Stillions, Clarence A : Clarence A. Stillions, OTB, FRPSL, architect, structural engineer, philatelist, was educated at the University of Illinois in Urbana-Champaign, Illinois, receiving a Bachelor of Architecture in 1965 and a Master of Science degree in Architectural Engineering in 1967. He is based in Washington, DC, and has worked extensively in architectural and engineering design, program management, and facility management, on numerous major projects in both the private and public sectors. Currently Structural Engineer to the Architect of the Capitol in Washington, DC, with responsibility for all Legislative Branch facilities of the United States Government.
Stillions has been a philatelist since childhood, coming to specialize in collecting and exhibiting the stamps and postal history of Newfoundland, and his exhibits have won top awards at stamp shows across North America. He is a member of many philatelic organizations - being elected Fellow in the Royal Philatelic Society, London, and to the Order of the Beaver in the British North American Philatelic Society (BNAPS). He has been Secretary of the Washington Philatelic Society since 1987 and is a Past-President. He has also served as a Director of BNAPS and as Chairman of its Editorial Board. He has contributed articles on Newfoundland philately to BNA TOPICS and MAPLE LEAVES, has organized and edited the newsletter of the Newfoundland Study Group of BNAPS for seven years, and has edited the Bulletin of the Washington Philatelic Society since 1991. He was a member of the organizing committee for BNAPS conventions in Williamsburg, Virginia in 1974, and Virginia Beach in 1982 and 1988; and was Show Chairman or member of the organizing committee for stamp shows in Houston, Texas and Washington, DC.
Between 1970 and 1990 he formed an outstanding collection of die and plate proofs from the Newfoundland 1937 King George VI - "Long Coronation Issue," a collection that won the Vermeil medal at "Royal '91," the annual convention and exhibition of the Royal Philatelic Society of Canada (RPSC). The collection was formed from various British, American and Canadian sources, including Col. Robert H. Pratt of Milwaukee, Wisconsin. Carr, Dr. Robert V. C..
