Canadian Federation of Communications Workers : The Canadian Federation of Communications Workers (CFCW) was established in 1973 by the two main Canadian Labour Congress unions that represented telephone company workers: the Communications Workers of Canada (CWC) and the Federation of Telephone Workers of British Columbia (FTWBC). Its creation closely followed the founding of the CWC in 1972, and unsuccessful merger discussions that had taken place between the FTWBC and the CWC's predecessor, the Canadian Communications Workers Council (CCWC) of the Communications Workers of America. Boris Mather, a leading figure in the CCWC, served as the CFCW's first and only Federal Chairman.

A broad mandate was foreseen for the CFCW when it was established, including the creation of a national defence fund, research, education, and serving as a single national voice on legislative and public policy issues. Expansion to include other unions in the area of communications (such as postal workers) was also anticipated, but not realized. In practice, the CFCW's activities focussed on the defence fund and to a lesser extent on research and legislative/public policy issues.

Following its major expansion of the mid to late 1970s, the CWC increasingly found that the CFCW did not meet its needs in the areas of research and legislation/public policy. In 1985, the CWC withdrew from the CFCW, and fully assumed the functions that federation had formerly carried out on its behalf. Mather and other employees of the CFCW also moved to the CWC. The CFCW was subsequently dissolved.

Custodial history:

This series of files, originally created by the CFCW, was acquired by the CWC after the CWC absorbed the staff and functions of the CFCW in 1985.

Arrangement note:

The records are arranged into two broadly chronological sub-series. The first (Early Files) relates predominantly to the period 1973-1983. This filing system was presumably found to be inadequate, and was replaced in 1983 with a more complex system (Later Files), which relates predominantly to the period 1983-1985.
