This sub-series consists of Cabinet confidences, memos to Cabinet, agendas, some notes and marginalia. It reflects Dick's participation in the various Cabinet committees of which he, at one time or another, was a member - Committee of Cabinet, Cultural Affairs and National Identity, Economic and Trade Policy, Economic and Regional Development, Environment, Foreign and Defence policy, Social Development and Treasury Board Committee of Cabinet. The documents here are informational, on various policy initiatives such as Free Trade, Meech Lake and military procurements. There are also many informational briefing notes for ministers.

The records reflect policy-making at the highest governmental level. They highlight the close relationship between DSS and Treasury Board, through its regulatory functions over expenditures. They demonstrate Dick's contributions to Cabinet policy formulation. They also provide the overall context in which high policy decisions affecting DSS were made.
