This series is comprised of correspondence, memos, reports, P.C. Party material, briefings, submissions, agendas and mail-ins. It is a unique amalgam of records, showing the inter-linkage between federal government, regional (Eastern Ontario) interest and needs, as well as the specific needs of various Eastern Ontario ridings. The files also reflect the linkage between government policy and regional and riding politicking, how the government sought, through its policies and regional and local profiles, to secure its voter base.

Thus, there are some files on various Eastern Ontario agencies (Council, and Organization) which detail the involvement of the DSS and its minister in promoting Eastern Ontario economic development. Other files show linkages between Dick's ministry and agencies such as boards of trade. There are files on Eastern Ontario ridings (Kingston, Lanark-Carleton, Leeds-Grenville, Nepean, Northumberland, Ottawa [Centre, South, Vanier and West], Peterborough, Prince Edward and Hastings, Renfrew and Stormont-Dundas). There are also discrete files on major towns and cities (Arnprior, Cornwall, Kanata, Ottawa and Renfrew). While many of these files address the issue of local economic development in a comprehensive manner, other files deal with specific development issues and business promotion (high-tech in Ottawa-Carleton, the Palladium, the Playtex plant, etc).

In sum, the files in this sub-series interweave a number of thematic strands; federal government policies and programs; political (P.C. Party) promotion; local and regional economic development; the use of DSS largesse to achieve the above ends; and the activities of a minister charged politically with responsibility for a region.
