This sub-series consists of correspondence, clippings, routing slips, memos, reports, circular information, submissions and so on. These files were selected out of a much larger run of files, are arranged according to the file classification system used in the minister's office.

While many of these files reflect the nexus between DSS and other departments (External, Employment and Immigration, National Defence, National Health and Welfare, Treasury Board, as well as the PMO and the PCO), others reflect the operations of DSS itself. There are files on Dick's reporting to Parliament, the Canadian Mint, on bidding processes for government contracts, on unsolicited proposals and on procurement plans. In brief, the files in this sub-series either reflect on direct DSS activities (the department's strategies, procedures and policies, surplussing as well as procurement), or on connections with other departments relevant to the DSS's realization of its mandate. Such latter files tend to be thematic, dealing with issues such as aircraft, federal-provincial relations, patrol frigates, foreign trade and so on.

Over-all, this sub-series demonstrates the delivery of government programs and the application of government policies; it highlights the operations of the department in realizing its mandate (procurement and disposal of government assets); it illuminates the role of the minister in decision making, and the role of his exempt staff through their input; and it contributes to an understanding of the relationship between DSS and other departments in the co-ordination of government procurement and disposal policy, particularly the inter-relationship amongst DSS, Treasury Board and the Department of Public Works.
