Series documents labour education offered by the CWC. Courses were created for: stewards, officers, and members (grievance procedures, technological change, pre-retirement, steward training, local officer training, women's issues, and political action); clerical workers represented by the Canadian Telephone Employees Association who were interested in joining the CWC; the CWC Industrial Sector (including the Working Classes program); and general educational issues such as campaigns against deregulation of the telephone industry and the Goods and Services Tax (GST).

Series also documents the Joint Human Resources Committee (JHRC) / Sectoral Skills Council (SSC) of the Canadian Electrical and Electronics Manufacturing Industry (a tripartite organization concerned with industrial training in the electrical and electronic manufacturing industry).

Records include correspondence, course handbooks, booklets, results of a survey of the union's Industrial Sector, and other records of the CWC's education function.

The Joint Human Resources Committee was often referred to by its abbreviation (JHRC) as was the Sectoral Skills Council (SSC). There was some variation in the SSC's full title in the papers, but this variation probably reflects a variation in the original usage of the group's name.
