Sub-sub-series consists of a volume known informally as the Administrative Manual or "Red Book" which is a binder of instructions on departmental administrative procedure not closely connected with any one policy area (binder 22). It covers departmental organization, finances, personnel regulations, office management (communications, supplies, uniforms, and management of Immigration halls and detention centres), travel, provision of aid to individual immigrants, lookout procedures, and handling of immigrants' effects under a special Netherlands immigration programme.
