Series consists of: comprehensive chronological files (containing correspondence, memoranda, reports, and other material) that Whitehouse maintained while director of this office; his activity reports; and files on specific subjects issues that arose during his tenure, such as paid educational leave, equal pay for work of equal value, South Africa, and the Canadian Labour Congress's (CLC) freedom of association complaint to the ILO about the alleged failure of the Canadian government to respect the right of its employees to bargain collectively. The chronological files touch on major issues that arose during Whitehouse's tenure as director; in addition to the CLC complaint against the federal government, Whitehouse's files deal with similar complaints against several provincial governments (Newfoundland, British Columbia, Ontario, and Alberta) and with Canada's near loss of its seat on the ILO Governing Body in the early 1980s.
