The majority of the photographs in the fonds concern John Whitehouse's activities as Chief of the Worker's Education Branch at the International Labour Organisation, Geneva, Switzerland, during the period 1974 - 1980. They document, almost exclusively, meetings with various labour groups. A group of eight photographs documents the participants and activities at the ILO South Pacific training course at Clyde Cameron College, Wodonga, Australia, August 1978 (photographs by Aljoy Studio, Wodonga).

Many of the photographs concerning the ILO have extensive captions attached.
