Canada. Unemployment Insurance Commission. Board of Referees : The Board of Referees, an autonomous body connected to the UIC, comprises the second level of the three levels of appeal under the Unemployment Insurance Act. After amendments to the Act in 1971, the appeal system consists of three levels: the insurance agent, the Boards of Referees and the Canadian Umpire Board (commonly referred to as the Umpire). A claimant who receives an unfavourable decision from an insurance agent may appeal to a Board of Referees. Section 94 and 95 of the Unemployment Insurance Act as amended effective 1 May 1980 established the right of appeal for claimants and employers of claimants to a Board of Referees against a decision of the Commission in respect to a claim for benefits. The Adjudication Division, one of five divisions within the Insurance Branch, was responsible for the adjudication of all claims and for reviewing decisions of boards of referees.
