Series consists of central registry files created by the Ottawa Improvement Commission (1899-1927) and the Federal District Commission (1927-1959), although a few files relating to federal work in Rockcliffe Park in the late nineteenth century are also included. The files document every aspect of the O.I.C. and the F.D.C., including its own administration, organization, proceedings, and legislation (file 100, parts 1-3, vol. 220 deals with the organization and constitution of the Commission, 1918-1957); petty acquisition, expropriation, and management; the building and maintenance of such national capital are facilities as boathouses, parks and bridges, driveways, monuments, street lighting, and concessions; the general beautification of the national capital;; care of government buildings and the ground; urban planning (the National Capital Planning Committee and the Ottawa Area Planing Board); relations with Ottawa and Hull; and major projects such as Echo Drive, The Driveway, Eastern and Western Parkway, Dow's Lake improvements, the Experimental Farm Driveway, railway relocation, the Queensway, Hog's Back improvements, industrial sites and parks, Green Island and City Hall, Jacques Cartier Park and especially the Gatineau Park (including Kingsmere). Two microfilm reels include Annual Reports 1929-1980.

Architectural drawings and cartographic material: RG34M 81203/23 consists of City of Ottawa improvement plans, building height restrictions, and fire insurance plans. RG34M 85603/50 consists of a plan of property between Queen St. and Laurier Ave., east of Elgin St., prepared by the City of Ottawa Town Planning Commission. RG34M 88919 consists of drawings for proposed alterations to Ottawa city hall, prepared by architect Colborne P. Meredith, and a site plan. RG34M 912041 is a 1948 atlas entitled, "Plan for the national capital of Canada", by Jacques Gréber. It consists of plans pertaining to the geographic, economic, social, demographic trends of the National Capital Region. These plans also include new proposal schemes for the development of the region.

Canada. Federal District Commission : In April 1927, the Federal District Commission (The Federal District Commission Act, 1927, S.C. 1926-1927, Chapter 55) superseded the Ottawa Improvement Commission and its functions were extended to include Hull and Vicinity. These were further extended in 1934 to include the improvement and maintenance of grounds surrounding Federal Government buildings in Ottawa, and in August 1945, the 900 square mile National Capital Region was established. Ten commissioners (nine appointed by the government, one by Ottawa - one member at least representing each Ottawa and Hull) reported through the Minister of Finance and Receiver General. The old OIC functions remained basically unchanged within the new, wider geographical area of the FDC, with the exception that bridges were included in the general mandate. Under the FDC much creative work was done building driveways, squares, parks, and major thoroughfares, including the beginnings of railway relocation, the Queensway, and Gatineau Park. Rather than responding to particular needs or isolated projects, the FDC gradually became involved in detailed urban planning for the whole national capital region. It also became largely responsible for the care of grounds and landscaping around federal buildings. The FDC was replaced in 1959 by the National Capital Commission (National Capital Act, 7 Elizabeth II, Chap. 37, 6 September 1958, proclaimed in 1959).

RG34M 81203/23: Accession lacks item #2, the Gréber 1948 vol. Item #3 consists of two-dimensional cut outs, and some charts, of building height requirements for business and residental areas. The fire insurance plans, items #4 and 5, are annotated to show NCC interests. The following sheets have been removed from vol. 1 and placed with another copy of this volume in the National Map Collection, which is catalogued and classified as G1149.O8G475G62 1922: Miscellaneous paste on information stickers; [Title page]; Ottawa - volume 1 - index to streets September, 1902; and, Index to streets, Ottawa vol. 1, reprinted May, 1916. The following sheets have been removed from vol. 2 and placed with another copy of this volume in the National Map Collection, which is catalogued and classified as G1149.O8G475G62 1922: Index to streets, Ottawa, vol. II, June 1915; [Title page]; and, Index to specials, index to block nos.

RG34M 85603/50 includes a legend of building materials of properties in the area; item is rolled.

Within RG34M 912041, there is a list of plans describing 70 plates, some of which exist on more than one leaf. Many of these illustrations are reproduced elsewhere, for example: in the Plan for the national capital, preliminary report, 1948; and the Plan for the national capital, general report, 1950. The acquisition documentation file also contains correspondence from the NCC concerning the provenance and conservation of this accession. "This document, however, is the original and complete album of maps, diagrams, and photographs for the Gréber plan" -- NCC correspondence, 13 March 1992.

RG34M 85603/50 has pencil annotations showing land and property values in some of the area. RG34M 912041: Some of the leaves are manuscript, and some are photocopied maps with hand lettering.

Note on the state of conservation:

RG34M 81203/23 cartographic material: Items #1, 4, and 5 are in poor condition, with torn front covers, dirt and loose pages, no spine covers, and mould throughout. RG34M 88919 cartographic material: Map has some damage due to dirt, on one side of the sheet; architectural drawings: all of the items have some damage due to dirt.

Custodial history:

Architectural drawings and cartographic material: RG34M 81203/23 is part of a larger accession transferred in Feb. 1981 to the Public Archives of Canada from the Public Activities Branch, National Capital Commission. These items were originally accessioned as 80102/7752, 80102/7753, 80102/7754, 80102/7755, and 80102/7756, but were reaccessioned as 81203/23. Provenance of RG34M 85603/50 is uncertain - it has been in the custody of the National Map Collection for many years but was never accessioned. Provenance of RG34M 88919 is uncertain. It was found with the records of RG34M, accession 81203/65, but because the drawings were not part of that accession they were accessioned separately. RG34M 912041 was transferred in March 1992 by the Executive Vice President and General Manager of the National Capital Commission.
