Documentary film on the historical and political significance of the Helsinki Accords (Conference on Security and Cooperation in Europe). At the conference in Helsinki, Finland, CBC reporter Don McNeill examines the constitution of the agreement and the interests of the principal countries involved. Includes archival footage of the Yalta Conference in 1945, the Hungarian uprising in 1956, the building of the Berlin Wall in 1961, the Soviet Invasion of Czechoslovakia, and the current upheaval in Portugal; footage of the conference including shots of some of the main participants arriving at the conference hall, namely Leonid Brezhnev, President of the USSR; Gerald Ford, President of the United States; Helmut Schmidt, West German Chancellor; Erich Honecker, Chairman of the East German Communist Party; Gustav Husak, President of Czechoslovakia; and Pierre Elliott Trudeau, Prime Minister of Canada. Also shown is an excerpt of a press conference given by U.S. Secretary of State, Henry Kissinger; and comments by Peter Lisagor (White House Press), Hans Wolfe Haunhorst (West German journalist), Charles Wheeler (Correspondent of the British Broadcasting Corporation), and Prime Minister Trudeau. <30mn>
