Fonds consists of drafts and research materials created or received by political scientist Dr. Kenneth McRae during his term as a research supervisor for the Royal Commission on Bilingualism and Biculturalism. Two series are represented: papers from a study on bilingualism in the National Capital region (of which the results were never published) and a study on bilingualism in South Africa (not officially part of the Commission, but used as support material).

McRae, Kenneth D. (Kenneth Douglas), 1925- : Political scientist Dr. Kenneth Douglas McRae was a professor of Political Science at Carleton University for 40 years, until his retirement in1995. He is known as an interpreter of 16th century political philosopher Jean Bodin, and his more recent research has concentrated on themes centring around individual vs. group rights (or the rights of minorities vs. majorities), including politics in multilingual societies. He has served as Secretary of the Royal Society of Canada and the President of the Canadian Political Science Association.

From 1964-1969, he acted as a research supervisor for the Royal Commission on Bilingualism and Biculturalism. As part of this work, he co-ordinated comparative studies on South Africa, Belgium, Finland, and Switzerland. As well, he headed the federal capital project, which focussed on the state of bilingualism in the city of Ottawa.
