Animal and Plant Health Directorate : Prior to the created of the Canadian Food Inspection Agency, the department of Agriculture and Agri-Food Canada was responsible for plant health. Responsibility for plant health in the 1960s to 1970s was assigned to the Production and Marketing Branch, with three different divisions: the Fruit and Vegetable Division, the Plant Products Division, and the Plant Protection Division. From the late 1970s to 1996, the responsibility was with the Food Production and Inspection Branch. Within the Plant Health and Plant Products Directorate of the Food Production and Inspection Branch, there were a number of sections, including the Feed and Fertilizer Division, the Seed Division, and the Plant Health Division.

In 1996-97, the Plant Health and Plant Products Directorate (or Plant Products Directorate) was reorganized to align with the operations of the Canadian Food Inspection Agency. It became the Plant Protection Division within CFIA's Animal and Plant Health Directorate. The directorate was later reorganized again, and was renamed the Plant Health and Biosecurity Directorate.

Currently, the Plant Health and Biosecurity Directorate is subdivided as follows: Plant Biosecurity and Forestry Division; Plant Program Modernization; Field Crops and Inputs Division; Horticulture Division; and Business Information Systems.

The directorate aims to mitigate risks to Canada's plant resource base, which is integral to a safe and accessible food supply, as well as to public health and environmental sustainability.
The directorate deals with the following subjects: Exports, Fertilizers, Grains and Field Crops, Horticulture, Exports, Imports, Plant Breeders' Rights, Plant Protection, Plants With Novel Traits, Potatoes, Seeds and Variety Registration.
