Canada. Dept. of Labour. Technical and Vocational Training Branch : Under The Vocational Education Act of 1931 (21-22 Geo. V, c. 59), the Department of Labour became responsible for the administration of the sum of 50,000 per annum for a period of 15 years for the promotion of vocational education. Provinces had to conclude agreements with the federal government in order to become eligible for grants under the new law which would then be made on an annual basis "corresponding to the proportion which the population bears to the population of Canada...." Responsibility for an innovative piece of legislation in the education field, the Technical and Vocational Training Act, was given to the Department in 1937.Under the Technical Education Act (An Act for the promotion of technical education in Canada 9-10 Geo. V, c.73, 7 July 1919), the Department of Labour became responsible for a scheme whereby provincial governments might apply for annual grants "for the purpose of promoting and assisting technical education in Canada". Provinces had to opt in to the plan by provincial Order in Council and would then receive through the Minister of Labour grants of 0,000 per year plus additional grants based on population out of a fund of 0 million. Not more than 25 per cent of these grants could be applied to land, construction or equipment costs in technical education projects. The Department administered these responsibilities through a unit which evolved into the Technical and Vocational Training Branch.
In 1960 Parliament repealed the Vocational Training Act and replaced it with the Technical and Vocational Training Assistance Act (9 Eliz. II, c.6, 20 December 1960). As with the old Act, the new Act was to be administered by the Department of Labour. Effective 1 January 1966, the Technical and Vocational Training Branch was one of four important Branches that were wholly shifted from the Department of Labour to the Department of Citizenship and Immigration (soon to be the Department of Manpower and Immigration).
