Series consists of two letter books containing private ministerial correspondence relating to the careers of Mackenzie Bowell and John G. Haggart as Ministers of Railways and Canals. Included is departmental correspondence documenting the operations and administration of the Department of Railways and Canals, as well as private political correspondence dealing with Haggart's, and to a lesser extent Bowell's, career as a federal cabinet minister.

Volume 5 contains Private Letter book No.8, Canadian Government Railways (August 1891-June 1892). The first half of the letter book consists of Mackenzie Bowell's correspondence while he was Acting Minister of Railways and Canals. The second half of the letter book contains Haggart's correspondence. Volume 6 contains Private Letter book No.9, Canadian Government Railways (June 1892-April 1894). Both letter books contain correspondence relating to the operational and administrative functions of the Department, including: railway and canal staff, employee salaries, rail extensions and subsidies, railway timetables, the establishment of railway stations, rail equipment, canal and bridge construction, general enquiries and departmental appointments and finances. The letter books also contain political correspondence written to Prime Minister John Thompson, fellow cabinet ministers, senators and provincial and local politicians.

Correspondence in the letter books is signed by Mackenzie Bowell, John Haggart or Collingwood Schreiber, the Deputy Minister of Railways and Canals. The majority of the correspondence in Letter book No.8 is handwritten and the nominal index is missing. Most of Letter book No.9 is typed, and a significant portion of the subject index is also missing.
