Hereford occupied several positions in the Department including Assistant to the Director, Vocational Training Branch, in 1943, Office Assistant in the Deputy Minister's Office, Assistant Secretary of the Immigration-Labour Committee, 1947, a member of the Immigration and Farm Placements Branch, 1948-1950 and Assistant Director of Special Services Branch, 1951-1956.
